In Mac Lay's " History of the American Navy " Eear-Admiral Schley is accused of cowardice before and during the battle of Santiago, and RearAdmiral Schley has obtained a Court of Enquiry, under the presidency of Rear-Admiral Dewey. The accusation is really the revival of a quarrel as" to who is entitled to the credit of the victory at Santiago. The quarrel was aggravatedby Rear-AdmiralSamp-son in his revision of Mac Lay's book calling Rear-Admiral Schley a Micawber Admiral, a liar, and a caitiff.
