GOVERNMENT MEASURES.

Most of tho Government measures are now in tho hands of tho printer, the'principal ones being the Civil Service Reform (Treasurer), Relief to Public Tenants (Treasurer), and Electoral Bill (Golouial Secretary). DEFICIENCY ON THE ESTIMATES. I learn that there will bo a serious deficiency on the year's estimates for the revenue, there being a falling off in most Departments, but especially on railways. The tariff will bo framed to raise further revenue, and so that extra taxation may fall generally on all taxpayers, owing to tho depreciation iv the land, there must bo less revenue from the property tax ; indeed, something like £80,000 less . next year is anticipated from that source. I beliove I am justified in asserting there will be no increase in the property tax, and that the idea of proposing a land and income tax has been abandoned.

AT THE OPENING OF PARLIAMENT.

There were thirty-nino members of the Houso and eighteen Councillors present at the opening of Parliament at 2 o'clock today. The Governor was attended by Captains Fortcscuo and Molley, A.D.C.'s, a.id accompanied by Count D'Albans, French Consul; Colonel Poarce, Swedish Consul; A. Castendyke; <3ermau Consul; Lieut.-Colonel Butts'; and Mr Robinson, R.M.
