The cargoes of frozen meat on board the ship Lyttelton from Picton, and steamship Florida from Wellington, have arrived in fair condition. The cargo ex Dunedin from Oamaru has been landed in good order.

In tho House of Commons to-day the Secretary for War announced that Lord Wolseley's plan is to assemble a force of 2000 troops comprising a cavalry camel corps at Debbah, and ride across the desert of Bayudah to Khartoum. That is if tho tribes residing along the projected route will permit the passage of troops. Sir George Shaw Lefevre has been appointed Postmaster-General vice Fawcett deceased.
It is announced that Russia has decided to annex Khiva, in Central Asia, in consequence of the Khan's misrule.

At a meeting of Tories yesterday resolutions wero passed agreeing to compromise on the franchise question.
In tho House of Lords last night the Franchise Bill was read a second time without n. division, aud their 'Lordships then adjourned until to-day. The conference on Imperial Federation has reassembled. Several speeches have been made and resolutions passed with a view to promote the objects of the meeting. (Received November 19, 1.40 p.m.)..
