RIOTS BETWEEN THE PEASANTS AND THE POLICE IN INDIA. LONDON. February 5. Earl Spencer, the Lord Lieutenant of Ireland, has left Dublin for London. The departure of His Excellency Avas not previously announced, and was quite unexpected. The four men a\-ho Averc recently arrested on charges of complicity in the Phoenix Park murders Avcre again brought up yesterday at the Dublin Police Court. Evidence a\~as given connecting the prisoners with the murder of the informer Avho Avas killed after an extensive discovery of arms had been made by tho police, and the case was further remanded. A vacancy having occurred in the representation" of Haddingtonshire in the House of Commons owing to the succession of Lord Elcho to the Earldom of AVemyss on the death of the late Earl, an election took place to-day, and resulted in the return of Lord Elcho, the eldest son of the present Earl, by a large majority over his opponent, 3lr Finlay, the Conservative candidate. Mr Hoaly, M.P. for AVexford, has resigned his seat in the House of Commons.
