HAWKE'S BAY COUNTY COUNCIL.
The Council met at 11.15 this morning. Present: Messrs T. Tanner (in the chair,) Kinross, Rymer, and Bennett. CORRESPONDENCE. From the Colonial Under-Secretary, asking for a return of tbe amount paid for valuing property and making up the valuation rolls for 1880 in the county. The secretary stated that the return had been prepared. From the Under-Secretary ot Public Works (a circular) requiring a return of the expenditure of the Council up to 31st March. From Mr T. Reynolds, stating that the pound at Havelock had not been closed, but was available for impounding horses. From the Inspector of Slaughter Houses, reporting that the houses under his inspection had been properly conducted. Also directing attention to the fact that there were no bye-laws regulating the cleaning and management of slaughter houses, and the hours during which they were to be kept open. Eesolved that the matter of bye-laws should be referred to the solicitor, with a request that a bye-law relating to the matter be framed.
From Mr C. D. Kennedy, stating that he had made a survey with a view to ascertaining whether the Ferry Hotel on the Western Spit encroaches on the line of road, and found that the verandah of the building encroaches 1 4 /5 links on the road. The encroachment was so small, and the surveys so imperfectly defined, that he suggested the encroachment did not need consideration. It was resolved to widen the road at the corner at the expense of £10. Report from Mr C. D. Kennedy on the Kuripapanga bridge. From Mr A. McKay, asking for an extension of time for completing the bridge. An extension of four weeks was granted, providing the contractor pays the salary of the overseer during that time. ROAD OVERSEER'S REPORT. I have the honor to report on the state of the county roads and bridges, and progress of works during the last month. Clive, Havelock, Paki Paki road.—The metalling repairs to this road have been attended to where most required during the month. Widening the approach to the Ngarororo bridge at the Farndon side as authorised is near completed. In connection with this work I find it necessary to erect a wing on one side of bridge, so as to make it safe for public traffic. The tile drain pipes ordered to abate the nuisance opposite the Clive brewery are on the ground, and will be placed in position as soon as joint pipes ordered arrive from Auckland.
Paki Paki and Te Aute road.—The necessary repairs to this road as authorised between the railway station and Te Aute Hotel are being attended to. This road is in good order for traffic.
Havelock, Hastings, Maraekakaho, Hampden road.—The road-raising between the railway crossing and the Heretaunga store is near its completion. 1 found it necessary, in connection with this work, to put in one culvert, using twelve-inch drain pipes. The authorised repairs to this road between the Heretaunga store and Mr Williams' gate will be attended to at once. There are three men employed doing the necessary authorised repairs to the Maraekakaho -and Hampden road.
Tareha's Bridge, Meanee, Puketapu, Hakawai road.—The necessary repairs to this road have been attended to during the month, and it is in a fair order for traffic.
New Taradale road to Redclyffe.— When the weather is found suitable the metalling contractors are employed repairing and patching this road where most required.
Kedclyffe and Omahu road. — The metalling and formation contractors have made good progress. The willow planting to protect the end of Redclyffe bridge on the Waukiki side is commenced. Several small culverts have been erected in this line of road daring the month, and also repairs to three small bridges opposite the Omahu mill. I beg to recommend that wings be put to the Omahu bridge at the Omahu end, so as to protect the earth approach from crumbling and falling away. Cost of wings and earth work will not exceed £5. I have timber on hand for this work if authorised. Approved.
Mangawhare-Patea road.—There is one man employed on this line of road attending to surface repairs, removing slips, and cleaning out water tables.
Western Spit-Petane road. — The metalling contractors, Messrs Cooper and Pulford completed their contract between the Petane school-house and Mr Carr's gate. This road so far ia in good order for traffic.
County roads damaged by cattle—l beg to draw your attention to the great damage done to drains on the county roads, andjparticularly so since the road men were knocked oft impounding. I also beg to say that those people who allow there cattle to go at large on county roads pay little or no rates.

Mr Bennett, pursuant to notice, moved, " That a ranger for impounding stock straying on the county roads be appointed."
After some discussion the motion was agreed to, applications for the office to be advertised for.
The Council then adjourned until Monday, the 25th instant, when applications for the office of impounding ranger will be considered.
