PARLIAMENTARY.
Oub Wellington telegrams, published elsewhere, inform us that the Itoad Boards Bill has been thrown out in the Legislative Council, in the second reading, by a majority of 9to 6. This must be somewhat disappointing to Mr. Stafford, as he declared, after the close rote in the House of that he would endeavour to pass the Eoad Boards Bill. The Council seems to have been in a bad temper, as we also learn that several other bills have been thrown out by them, on the ground that there is not sufficient time now to give them proper consideration. It will be seen that Mr. Clarke has withdrawn the motion he tabled relative to the Panama service. He has probably done this with the view of not hampering the Government in any arrangement they might think fit to make with Mr. Vine Hall and Mr. Blanc. Ihe subject is one of interest to the whole colony, and any proposal for change will have to be carefully weighed. There was, we are told, considerable discussion in the House of Representatives previous to the withdrawal of the motion.
