All the articles offered for issue to be of the best marketable quality of their several kinds, and subject to the approval or rejection of the Senior Commissariat Officer, or Officer appointed by him for that purpose, and if rejected other supplies of a satisfactory nature are to be at once substituted ; failing which, or if the deliveries are not made at the time and place appointed, the Commissariat Officer, or, in Ms absence, the Paymaster of the ship, to have power to purchase at the Contractor's expense 2.
