Under any circumstances, unless it is to be suppoied that the South is destined to be absolutely extinguished as a nation, or oven as an influential section of the United Stales, capable of independently fulfilling at some date its promise to deliver tho cotton which was bought from it in good faith iv it-j time of difficulty, there will still be cause to cherish the trust that this comparatively small debt will *midnt all difficulties be faithfully provided for.
