United Nations Charter Now In Force

(Received October 25, 9.25 p.m.) NEW YORK, October 24.

The United Nations Organization came into being today after the deposit of the ratification documents from the Ukrainian While Russian Republics and the Soviet Union, which bring the total deposits to the required 29. The Secretary of State, Mr. Byrnes, stated that the United Nations Charter was now part of the law of nations. “This is a memorable day for the peaceloving peoples of all nations,” he added. The United. States would do its utmost in conjunction with the other United Nations to preserve world peace. When the executive committee ot the United Nations’ Preparatory Commission met in London today, it was thought that the present session, which has lasted two months, would have finished, but it was found necessary to adjourn till tomorrow. The discussion concerned rules of procedure and the agenda, for the first session of the United Nations Assembly. Much time was taken up discussing technical matters raised by the head of the Soviet delegation,, who challenged the necessity of certain committees recommended in the report.
