MINISTER’S ACTION
Effort To End Coal Dispute

LONDON, February 15. The Minister of Fuel, Major Gwilym Lloyd George, has invited coal-owners and miners to meet him separately tomorrow for discussions concerning the wage disputes. The "Daily Mail,” commenting editorially- on Major Lloyd Lloyd George's action, says the coal industry’s antiquated wage structure is io blame for the troubles. Rates vary no. only from district to district, but also from field to field, and often within a field. No wonder the tribunal, in making its recent award, recommended a general overhaul of the wage structure. The latest dispute- arises from ths award of better minimum wages to coalminers. The tribunal refused to grant an increase in piece rates to keep pace with the higher minimum wage. As a result skilled men can earn only as much as unskilled. The existing piece rate#, now that the. minimum wage is higher, provide insufficient incentive for the experienced hewers, who work on a tonnage basis, to increase the output.
