CHUNGKING, March 7. Strict rationing of meat, sugar and cooking oil will be instituted iu Chungking next Monday. The measure is part of a fight that is being waged by the Government against mounting prices. Simple meals at a fixed price are to replace elaborate restaurant menus, and pork can be sold only on one day in five. The sale of all luxuries is forbidden. Drastic penalties are provided for infringement of laws which are designed to improve the social morale. Cardplaying, which has been practically the only amusement for foreigners becomes a penal offence, and permanent waves are forbidden.
