U.S. Diplomatic Rebuff (Received July 19, 7 p.m.) WASHINGTON, July 18. The French Ambassador, M. Haye, was scheduled to confer with the As-sistant-Secretary of State, Mr. Sumner Welles yesterday regarding Vichy’s attitude over the French warships bur was switched to a lower-ranking official, Mr. Janies Dunn, political adviser on European affairs. This diplomatic rebuff is believed to be directed against M. Laval rather than M. Haye who told the Press: “The situations have been confused by a number of things. I wished to point out the true facts.” According to the Berlin radio Count de Brinon, Vichy representative in Paris, declared yesterday that if the French ships at Alexandria were compelled to defend themselves against the British it was possible that other French ships might come to their aid.
