Arming Merchant Ships (Received November 18, 7.15 p.m.) WASHINGTON, November 17. President Roosevelt has asked Congress for an additional appropriation of 6,687,000.000 dollars for the army, more than half of which is earmarked for ordnance. He has also requested 308,000,000 for the navy, including 120,000,000 for defence installations on merchantmen.
