ABUSE OF DEMOCRACY CHARGED

Stonewalling Of LeaseLend Bill

WASHINGTON, March 2.

Senator Smathers has adopted the unusual course of publishing in advance the speech which he expected to deliver on Saturday but which, owing to opposition stonewalling and lengthy, and repetitious speeches, he will now deliver tomorrow.

Senator Smathers said: "It seems a shame when every man, woman, and child in America knows that this Bill is going to be passed and every Senator knows how he is going to vote that we make this great Senate a mere debating society week after week, thus delaying most important legislation. It almost proves Hitler right in his contention that democracy Is unworkable. “It is deplorable that a little bund of evil men can gang up a democracy and defeat the working of democracy.”

Senator Smathers pointed out that while supporters of the Administration had consumed 14 hours their opponents had talked for 40 hours. ‘ Senator Nye spoke for 10 hours.
