RIO DE JANEIRO. February 7.
President Vargas issued a decree setting tip ;i system of prior export permits for basic Brazilian products and materials. This ties up with neutrality precautions, including the prevention of the shipment of war materials to belligerents, such as cotton to Germany via Japan and Russia. A decree was also issued suppressing all foreign language newspapers and magazines, which have been given six months to adopt Portuguese exclusively. Otherwise their licences will he cancelled.
