No Appointments From Outside Parliament CANBERRA, August 22. . In bis first statement on the subject, the Prime Minister, Mr. Menzies, said definitely that he would not accept the view that he should appoint men from outside Parliament to his Cabinet. Parliament needed the services of the best and ablest men in the nation as never before. The general election, therefore, would be both an opportunity and a challenge.
