Congress Sees No Basis For Talks On British Policy WARDIIA. August 21. The Congress president. Mr. Azad, in a statement after consulting the Works Committee, said lie had informed tlie Viceroy that there was no meeting ground on the basis of tlie \ ieeRcgal declaration of August: 8 for a discussion of British policy, lie added that if a situation arose in which the Viceroy thought that a meeting would be advantageous he would always be willing. At Bombay, Mr. Nehru, in a_ statement regarding the arrest of Krishna Dutta Baliwal, president of the United Provinces Congress Committee, for a provocative speech, said: “The arrest is a challenge and a warning. We have no prizes in store and can look forward only to hardship and suffering and a long parting from those we love.” BRITAIN’S PROPOSALS REJECTED LONDON, August 22. Tlie working committee of the Indian National Congress Party lias rejected the constitutional proposals of tlie Viceroy, Lord Linlithgow, and the Secretary of Sfate for India, Mr. Amery. The resolution of the committee says tlie British offer is wholly opposed to the principles of democracy and to the best interests of India. AUDIENCE WITH KING Mother Of “Cobber” Kain LONDON, August 21. The King will present the D.F.C. won by the late Flying Officer E. J. Kain to Kain’s mother at a special audience at Buckingham Palace. The date lias not been fixed. Tills unusual honour is generally reserved for relatives of winners of the Victoria Cross. Mrs. Kain said: “Naturally I am delighted.” Her daughter, Judy Kain, has enlisted in tlie Women’s Auxiliary Air Force.
