SENATE COMMITTEE DELAYS ACTION

The Senate Foreign Relations Committee has postponed till Thursday action on the Neutrality Bill, at the request of Senator Borah,_ who wanted further time to study it. Senator Pittman announced that the principal provisions of the Bill arc:—
1. To prohibit American vessels carrying passengers and goods to belligerents, and any arms except small arms necessary to preserve discipline. 2. To prohibit. Americans travelling on belligerent vessels except in accordance with rules prescribed by the President.
3. To prohibit belligerents buying goods in America unless they take title to them before shipping them and to prohibit their selling securities and obtaining commercial credits for periods of more than 90 days. The Bill permits the President to designate combat areas, to prohibit American citizens and vessels entering them, and to restrict the use of American ports by belligerents, submarines, or armed merchantmen. The Bill exempts the Latin-Ameri-can Republics fighting against nonAmerican States, and also Red Cross personnel and vessels. , The penalties for breaches of the Act range up to a maximum of five years’ imprisonment or a fine of up to 50,000 dollars.
