COMMONWEALTH LOAN FAILS
Less Than Half- Subscribed (Received February 22, 1 a.m.) SYDNEY, February 21. The’ public response to the Commonwealth "Works Doan of £8,500,000 was disappointing. Less than half was subscribed w'heji it closed today. It is expected that the underwriters will require to take up nt least £2,000,000. The comparative failure of the loan is attributed to its following too closely on Hie last big conversion.
