The Duke declared the flats open and afterward drove to the Hilbert Recreation Ground, where the Council of Service has been providing unemployed men with work. The 26 acres of land available were given to the borough by the deputy-mayor, Councillor E. J. Strange, and the Council of Service raised £l5OO by public subscription for wages.

Schoolchildren were playing on the completed section and men were work ing on another part when the Duke made his visit
