Washington Scheme For Emigration (Received March 25, 8.40 p.m.) Washington, March 25. The State Department has proposed to Britain, France, Belgium, Holland, Scandinavia, Italy, Switzerland, and all Latin American countries that without augmenting the number of immigrants permitted under existing legislation into the various countries, a committee should 'be created to'facilitate the emigration of political refugees from Austria and Germany. y The financing of this emergency emigration would be undertaken by private organisations in the respective countries, it is suggested.
