UNITED STATES' NAVAL PROGRAMME

Hitler’s Speech May Help Passage Of Bill

(Received February 21, 9 p.m.)

New York, February 21. With the end of the hearings of the billion-dollar naval programme approaching, the House of Commons Naval Affairs Committee expects a report on the Bill, which is virtually unchanged, within a week. Every ship combatant and auxiliary asked for by President Roosevelt will be included. It will occasion no surprise if the Bill contains several auxiliaries that Admiral Leahy recommended; also the establishment of additional naval bases, chiefly in the Pacific and.at least one in Alaska. Committeemen have expressed the opinion that .the passage of the Bill is more assured because of Herr Hitler’s speech.
