“A Complete Success” Dominion Special Service. Napier, January 27. "The manner in which the Tutaekuri River was controlled within its new banks in one of the biggest floods in recent history stamps the board's scheme as a complete success,” said the secretary of the Hawke’s Bay Rivers Board, Mr. W.
