A memorandum from Great Britain regarding the proposed Western Pact was sent about a week ago to France, Germany, Italy and Belgium. This cont'inunnce of the five Powers correspondence, which lias now extended over some mouths, reviews the present position ami carries the exchanges a stage further by suggesting, for the consideration of the Powers concerned, the possibility of some expert study of certain aspects of the problem,
