4 Observance of General Sung’s Agreement TERMS NOT DISCLOSED (Received July 24, 1.15 u.m. i Tokio, July 23. The Minister of War, General Sugiyania. told Cabinet the situation was easier owing to the peaceful withdrawal of the Chinese 37th division. The Foreign'Office spokesman says Japan is watching the projier observance of the agreement by General Sung Chehyuan. chairman of the Hopei political council, to arrange for the fulfilment of the Japayse demands, which, it is declared, does not contain political terms. Nevertheless, a Shanghai message discloses fears that General Sung double-crossed the Nanking Government as he persistently refused to disclose the terms of the agreement.
