The King, who according to present arrangements is leaving on Friday for Balmoral, transacted State business at Buckingham Palace to-day. Seymour on his appointment as British Minister at Teheran, and Mr. E. F. Guy on his appointment as British Minister at Caracas, Venezuela. His Majesty is expected to stay three weeks in Scotland. The Duke and Duchess' of Kent, who will have just returned from the Continent, will probably accompany the King to Balmoral, where the Duke and Duchess of York, with the Princesses Elizabeth and Margaret Rose, and the Duke and Duchess of Gloucester will greet them.
