Sir—ln his announcement in “The Dominion” of July 21. relative .to the appointment of the new engineer-in-chief ot the Public Works Department the Minister states that he has confirmed the aP What is the meaning of that word “confirmed.” Is it merely a formal and obligatory act, in which case it need not have been mentioned, dr does it mean tha. the Minister has full power to veto any appointment made by the Public Ser vice Commissioner? And, if so, under what section of the Act does he obtain question I raise is of immense imnortance to the whole of the Public Service for if the Minister has this power, it means the complete repeal of the main nbiect of Sir A. Herdman’s great Act. and a full return to the evil days of “political influeney.”—l
