Asserting that the danger of war is a-grim reality tlie International Council of Labour has issued a new policy statement advocating collective security, tlie creation of an international force, the reduction of national armed forces to as low a level as possible, and support for the peaceful settlement of foreign disputes. It refuses to support any Govern ment involved in war through its own aggression and bases Labour’s foreign policy upon the League, which is still the only organisation capable of preserving peace. Isolation is impossible for Britain because her Dominions are world-wide and she herself is too near to Europe. A world commonwealth should be established to secure a durable peace. No monopoly should deny the earth’s fruits to any other State. The Abyssinian campaign showed what Europe might expect failing a realisation of tlie League system. Italy must be prevented from reaping the fruits of brutal violence. An effort must be made to discover a basis of negotiation with Herr Hitler with Germans being invited to participate in a European disarmament agreement on an equal footing. Dangerous exploitation of colonies for imperialist profit must be eradicated and the Government should urge the League to summon a world economic conference to control raw materials and afford all nations equality in the world’s undeveloped regions.
