British Cabinet Ministers REASON NOT REVEALED London, March 4. It is understood that Cabinet Ministers will tour the Dominions this year but that they will not include the Secretary for ■ the Dominions, Mr. Malcolm MacDonald. Official circles are reticent regarding the Ministerial visit to the Dominions. The Prime Minister, Mr. Stanley Baldwin, in answer to a question in the House of Commons, stated only that he himself was not going and that Mr. Malcolm MacDonald was unlikely to be chosen because it was only last year that he returned from a Dominion tour. Meanwhile it is not clear whether the mission is due to the new defence plans or in order to hold preliminary conversations regarding a renewal of the Ottawa Agreements.
