Perusal of the Wellington City Council’s proposed new by-law relating to business and advertising signs prompts the feeling that its main object is to open a new field of revenue. The present is not the time for imposing additional taxation on busmess. Both local and general government should be more concerned about relieving the burden of taxation than increasing it. Added to this unsatisfactory feature of the new by-law is a long list of conditions and restrictions in regard to the installing of new signs and the reforming of old ones which business people will find not only irksome but a positive interference. If the by-law were aimed at the control and regulation of signs which might constitute a danger to the community in an earthquake, or might be properly regarded as objectionable -from the point of view.of aesthetics, or propriety, that would be reasonable enough. But m its scope it embraces every variety of sign imaginable except window signs ano name-plates. The City Council will be well advised to consider radical modification.
