The Japanese Governor of the Pacific mandates announces a decision to build an aerodrome on Saipan Island in order to study the weather, aid fisheries, and improve communications. f Saipan is one of the Marianne Islands, IScleg. north of the Equator. INTEREST IN AMERICA "Base for Scouting Operations” (Received November 5, 7 p.m.) Washington, November 4. The reports from Tokio that the Japanese plan to "establish an airfield on one of the Pacific islands mandated by the League for “studying atmospheric conditions” has aroused considerable interest in naval circles. It is pointed out that aviation facilities there would be of military value as a base for scouting operations over Philippine waters.
