RESERVE BANK BILL
Explanation of Functions ADVANTAGES ANALYSED A comprehensive survey of the functions of the proposed Reserve Bank of New Zealand is published on pages 6 and 7 of this issue. The article has been issued for publication by the Minister of Finance, Rt. Hon. J. G. Coates, Jn order that the people of the Dominion might fully understand and appreciate the clauses embodied in the Reserve Bank Bill, which was read a first time and circulated at the last session of Parliament.
The article is divided into five sections, the first of which is devoted to a general analysis of the advantages of central banking. Central bank control is discussed in the second section, and the third deals with central banking and the monetary standard. Adetailed explanation is given of the Reserve Bank of New Zealand Bill and the significance and meaning of the various clauses. The article, concludes with a reference to sevetal of the misconceptions surrounding the proposal to establish a Reserve Bank in New Zealand.
