Punishment of Employees Sydney, July 31. The Railway Commission has decided drastically to reduce in status the employees held responsible for the Bowning railway accident. The finding of the Railway Board inquiry into the Albury mail accident at Browning was to the effect that the accident was due to the breaking of, a switch rail, in the catch points' while the locomotive was passing over it. The negligence of the inspecting engineer, the., resident engineer, and the sub-inspector in carrying out an examination of the catch points made tbpse officers equally responsible with the ganger for the accident. ■
