MEANS TEST BILL

Both Houses Approve London, Nov. 16. In the House of Commons the Means Test Bill was read a third time by 252 votes to 41. The Minister of Health, Sir Hilton Young, in closing the debate emphasised that the legislation was of a tentative character. The Government would watch carefully the effect of the burden cast upon the local authorities. The House of Lords passed the Bill through all stages after Lords Lovat, Novar, and Kinnoull had protested against the application to Scotland.
