Possibilities in Germany OFFICE FOR HITLER? Cabinet Reconstruction CAMPAIGN OF TERRORISM By Telegraph—Press Assn.—Copyright. (Rec. August 11, 9.15 p.m.) London, August 11. “The lengthy conference between Resident Hindenburg and the Chancellor, Dr. von Papen, will be resumed to-day,” states the “Daily Telegraph’s” Berlin correspondent. “It is understood that there is a possibility of Herr Hitler becoming Chancellor, and perhaps also Prussian Premier, but under stringent guarantees. He will be entrusted witli power not as a party leader, but as the nominal head of a Cabinet of personalities witli President Hindenburg, though General von Schleicher will actually be in control.” “The new development depends entirely on the Centre Party’s attitude of benevolent neutrality. It is known that leading members are of opinion that it is better to have Herr Hitler in office and muzzled than continuing his activities outside. The question is: ‘Can Hitler be muzzled”? “A new situation has undoubtedly arisen through the campaign of terrorism necessitating a reconstruction of Cabinet earlier than was expected. It is persistently rumoured that Nazi storm troops are planning a march on the capital. Armed police are guarding the railways and public buildings.” According to the “Daily Express” correspondent President Hindenburg has refused to consider Herr Hitler for the Chancellorship ,and has told Dr. von Papen that he himself would resign the Presidency rather than consent.
