Neglect in Willis Street “At the present rate of deterioration it will not be long before the City Council will be called upon to face the cost of repairing nearly the whole of Willis Street,” said an engineer during the rainstorm yesterday afternoon. He pointed out that little attention had evidently been given the wood-blocks for some time, as the wood was quite bare in hundreds of places; the water was lying in great puddles all over the roadway, and each tramcar was squelching out water that was evidently lying under the tracks. “No heavy traffic road could stand such neglect for long,” he remarked, “and if it is allowed to continue for a year or two longer it will mean a completely new pavement, as the process of deterioration speeds up after a certain time."
