FRENCH LAID-UP TONNAGE. One of the first things to shake the comfortable assumption in France that national thrift and industry would confer a kind of magic immunity from the effects of the world crisis was the state of the Mercantile Marine. To-day, in snite of their trials and hardships, neither British shipowners nor shipbuilders have any reason to envy their-neighbours across the Channel. Ships lie idle in every port. At Le Havre alone over 100 ships of every size and description, were laid up by the middle of January, while the total tonnage out of commission on the same date was 786.000, an increase of 178 000 tons in a bare three months. The total is increasing every week witli an accelerated rhythm. The report on' the budget of the Mercantile Marine, recently adopted by the Chamber, shows the disquieting plight of the industry and the growing concern of the Government.
