Woman M.P.’s Maiden Speech (By “Jlavis.”) lAßidon, February 17. Tbc Duchess of Atholl, Lady Astor, and Mrs. H. B. Tate all made fine and interesting speeches In the House of Commons the other day, when the Childreu and Young Persons Bill came up for the first reading. Jl.P.’s on both sides of the House supported the Bill, which deals, among other things, with the procedure of the juvenile courts. It was Jlrs. Tate’s maiden speech, and in it she championed the work of the juvenile courts. Asserting that children were not afraid of policemen, she repudiated the suggestion that they should not appear in uniform at the children’s courts. Jlrs. Tate also insisted that it would be easier for children to tell the truth if they saw a uniform that they knew than if they saw a strange man bringing charges against them. One of the objects of the Bill is to render the proceedings in juvenile courts less frightening. If the Bill becomes law, whipping will not be inflicted on children under fourteen years of age, and the words “reformatory" and “industrial school” will be altered to “approved schools.” GIFTS ACKNOWLEDGED The matron of St. Barnabas Babies’ Home, Khandallab, acknowledges with thanks the following gifts:—Clothing, Jlrs.
