Shanghai, December 12, • The Japanese military authorities in Manchuria report that it is impossible to restore peace in Manchuria or withdraw while Marshal Chang Sue-Hliang maintains 7 a military base at Chiugchow and is directing military and political activities. It is learned on good authority that -the Japanese are considering the dispatch of an additional division and a half of troops to Manchuria, hoping that this will be a sufficient threat to compel the Marshal to abandon Chingchow as his headquarters.
