Withdrawal of Discount
SHOPKEEPERS’ LICENSES
The conditions under which licenses to sell stamps are issued by the Post and Telegraph Department are being reviewed, and the discount of two and a half per cent, on stamps up to and including the value of one shilling will not be allowed where other facilities are considered adequate to meet the convenience of the public: It is understood that this decision has been reached by the Government as part of its policy to curtail administrative expenses wherever possible. A discount of two and a half per cent, was at one time 'allowed on the sale by shopkeepers of all stamps irrespective of value, but the amount of this discount was reduced to one and a quarter per cent, about 25 years ago. During the slump of 192122, the Government, seeking every possible means to curtail expenditure, decided to abolish the discount, on stamp selling completely. However, in view of strong protest it was decided to allow a discount of two and a half per cent, on stamps up to and including the value of one shilling, and this discount has been paid since. . . Licenses to sell stamps are issued for three years, and a number is expiring in the near future. Shopkeepers who apply for licenses will not be granted them where it is considered that ample facilities exist. A shopkeeper may be licensed, but if his premises a:e close to a post office or to a stamp-selling machine he will not be allowed the discount. The decision of the Government has already led to a protest from the Wellington Civic League, which passed the following resolution at a meeting last week:—“The Wellington Civic League protests against the withdrawal of licenses for the sale of stamps by booksellers, chemists and others, and respectfully requests the Postmaster-General in the interests of public convenience to give instructions that all licenses be again renewed.” A copy of the resolution is to be sent to the Chamber of Commerce asking for its co-operation.
