MARINE ENGINEERS NEW TESTS PROPOSED The Society of Consulting Marine Engineers and Ship Surveyors has sent to the Board of Trade, the Shipping Federation and the Chamber of Shipping, a report on the dearth of certificated engin- . eers lu the mercantile marine. It recalls that Mr. Edmund Wilson, of Newcastle-on-Tyne, prepared some months ago statistics proving that a greater number of ships is being built with more complicated machinery and that the number of certificated engineers available to man them has diminished. After the most thorough nquiry. the society recommends that the 8 months’ qualifying period to enable an engineer to sit for his examination is too long, twelve months being adequate, and that this distinction between qualifying by experience in coasting steamers and in deep-sea steamers is too arbitrary, and should be abolished altogether. New Tests for Engineers. After suggesting that certificates from recognised engineering colleges and national certificates should be accepted up to the stage certified, in lieu of the Board of Trade Mathematical and Drawing Examinations, the report adds that there is scope for improvement in the psychological atmosphere of the Board of Trade Examination Room. Among the failures is a substantial number of really useful and capable engineers. “The form of examination which they are put through fails to elicit the fact that these men are really useful and capable engineers, and some other tests than the usual ones, of the examination room should lie devised lu order to elicit the knowledge, where it does exist, and prevent these men from being discouraged and leaving a professlop in which their services have been proved to be really useful.” It is now urged that there should be a lower grade examination to form a third-class certificate, and that holders of that certificate should be allowed to take charge of vessels up to 00 n.h.p. Holders of the present second-class certificate should be allowed to be in charge, as chief engineers of vessels up to 300 n.p.h. It is stated that the shortage of certificated engineers exists more in cargo steamers than tlie large liners, where conditions of living and steadiness of cm ployment are better.
