DRAINAGE AT DAY’S BAY

APPEAL BY HUTT COUNCIL

At a meeting of the Board of Health on Wednesday, the Minister of Health (the Hon. A. J. Stallworthy) presided. There were also present: Dr. M. H. Watt, Sir Lindo Ferguson, Dr. W. Youug, Mr. F. W. Mac-Lean, Lady Luke, Mr. J. S. Connett, and Mr. C. M. Luke. The question of drainage for Otaki. it was reported, had been held over to see whether Parliament would pass the special rating legislation recommended by the Otaki Borough Commission. As the legislation in question was withdrawn from Parliament, it was decided to ask the Otaki Borough Council what steps they now propose to take in connection with the board’s requisition. The secretary reported that the Eastbourne Borough Council had not appealed against the requisition to provide water and drainage issued by the Board of Health. The chairman further stated that the Borough Council had applied to the Minister of Finance for his consent to the raising of the necessary funds for the installation of water and drainage. No action on the part of the Board of Health being called for, the information was received.

Dr. Mercer, Medical Officer of Health, waited on the board and reported that the Hastings Borough Council had gone ahead with the preparation of plans for the work involved in treating the sewage before its discharge into, the Ngaruroro River. Dr. Mercer also submitted for the board’s information a copy of the report prepared by Mr. Evans, Hastings Borough Engineer, and presented to the Hastings Borough Council, dealing with these works. After consideration it was.. decided to inform the Hastings Borough Council that the Board of Health propose to issue a requisition under Section 22 of the Health Act, calling upon the Hastings Borough Council to proceed with these works, and asking the Borough Council for an estimate of the cost. The Hutt County Council having -appealed against the board’s requisition to provide water and drainage at Day’s Bay, and having nominated Mr. J. L. Griffin as its assessor in connection with the hearing of the appeal, the board by resolution appointed a committee for the purpose of recommending to the Minister the name of a suitable assessor to represent the board. A letter was received from the Town Clerk, Gisborne, asking for a requisition to enable the council to spend the sum of £25,337 in completing the Te Hapara reticulation and providing outfall sewer mains for the Mangapapa and Outer Kaiti schemes. A report upon the subject, prepared by Dr. Turbott, Medical Officer of Health, Gisborne, was also placed before the board. The secretary was instructed to reply to the Town Clerk, stating that the board cannot see its way to agree to the request for a requisition, as the board considers the proposal should go to a poll of the ratepayers. A memorandum was received from Dr. Ritchie, Medical Officer of Health, Wellington, recommending for favourable consideration a request from the Hunterville Town Board for a requisition enabling an extension of the sewer on Onga Road,. Hunterville, to be made at an estimated cost of £l5O. It was decided that the request should be granted.
