A conference of English and French authorities at Calais failed to agree, as the British delegates were not empowered to accept the French proposals. The regulations as applied to Calais will be unchanged. The Mayors decree was applied for the first time to-dav to Havre, when the Hantonia arrived there. There was no protest and no incident, but .there were only 29 passengers instead of the normal 150 or 200. Sixteen unvaccinated persons submitted to treatment. Those not vaccinated among the crew were not allowed to laud.
