ARMS REDUCTION
SOVIET’S PROPOSAL AIMS EXPLAINED Australian Press Assn.—United Service. Geneva, April 17. The Preparatory Disarmament Commission has commenced the discussion of the Soviet proposal for a 50 per cent, reduction in armaments. General Lpngovoi said that the Soviet’s project aimed at a greater reduction on the part of the big Powers capable of becoming militaristic than of the smaller Powers whose armaments were purely defensive. Me provide,” he said, “for the abolition of bombing aeroplanes and airships, and a limitation in the size of motors of aeroplanes In order that they may be purely defensive. We propose also to limit industries capable of producing gas, chemicals, and bacteria for use in war. Finally, we propose to provide international control for purposes of establishing the disarmament. The proposals provide for the com plete abolition of tanks and heavy artillery; the suppression of naval air-craft-carriers. and the gradual replacement of battleships by vessels within thirteen years; the abolition of poison gas warfare and the curtailment of military budgets.
