EXPERTS COMMENCE LABOURS

Paris, February 12.

A business-like start was made by the reparations experts, who at the last moment decided tp meet at the Hotel George Fifth, instead of the As‘: toria, in order to avoid sitting in artificial light. The committee, after unanimously, electing Mr. Owen Young chairman, settled matters of procedure. It intends to keep no wordy minutes of the proceedings, only a record of the conclusions reached. It further decided tiiat a general secretariat was unnecessary. Such work as occasionally would be re- ■ quired will be performed by Mr. Fred Bate, the American, attached to the Reparations Commission in Paris. The committee’s work, as arranged at present, will be done in full sessions, not in sections. The hours fixed provisionally were from 11 to 3 o’clock daily. The deputy delegates will be present on all occasions, but will not participate in the discussions. These points having been disposed of, M. Moreau briefly presented the French viewpoint as regards the committee’s task. Thus the labours began.

It is expected the inquiry will be prolonged and doubtless yield a daily crop of rumours, but these may be disregarded. The experts are not likely to indulge in tittle tattle. The people of the nations must await authoritative pronouncements with patience and confidence.
