“If,” said Miss B. E. BaUghan, when speaking in Oatnaru a short time ago, (reports the “Herald”), “you were to go 20 times to a doctor, and the result was a failure, what would you think of his system? In Christchurch there is a woman with 200 convictions for drunkenness against her. -She has been in prison many many times, and immediately she comes out she does the same thing again. The prison .system fails to help her one iota to keep straight. Let us then, try to get some other means of safeguarding her. The Howard League is urging on the Govern ment the pressing need of ’in-care’--lhat is while the prisoners are in gaol —and of after care, when they come out.”
