The Madrid correspondent of “The Times” states that King Alfonso presided at the Council of Ministers at which an extensive naval programme, involving twenty millions sterling, was approved. Details are unknown. The only information to the Press is a Government note that the Ministry of Marine has been authorised to enter into the necessary contracts and give orders for the construction of new units. The note adds: “Spain is obliged to hold sea rank as befits her geographical situation and economic strength. Spain is in no wise inspired by an Imperialist policy, but cannot neglect to provide' for defence. She must be able to figure among the naval forces of the world as a factor worthy ' of being taken into account.”
