GERMANY’S CLAIM FOR REBATE The Hague, January 21. An arbitral tribunal began the hearing of Germany’s claim for a rebate of £-laO,000,000 due under the Dawes scheme. The tribunal will have to decide whether Germany’s payments since 1924 in compensation of German -nationals’ lost properties in Alsace-Lorraine and Gerinanv’s transfer rights and interests in the Shangtung railwav, and also public utilities in Russia, China, Austro-Hun-gary, Bulgaria, Turkey, and her own lost territories should be regarded as included in the Dawes annuities. Ihe Court consists of an American as chairman, R Frenchman, a German, a Swede, and ’a Dutchman,
