HEAVY RAINS IN AUSTRALIA. Sydney, December 17. The long dry spell appears to have fairly broken. Soaking rain has been falling since noon, and there is every appearance of it continuing. I here have been heavv rainfalls in South Australia and Victoria, causing considerable delay in inter-State telegraphic news.
