Poincare’s long-awaited pronouncement on home and foreign policies was made at Bar-le-Duc to-day. He admitted that when he formed hia Ministry the financial, panic existed, and Parliamentary institutions and Governmental authority were threatened, but the peril disappeared owing to tlie readiness for unity to secure the country’s recovery. It was reminiscent of 1914—the Chamber's speedy' voting of the necessary milliards of francs, and members of Cabinet, without abandoning their respective opinions, all cordially collaborating as they did in those distant days. M. Poincare said he refused moderate economy measures, and added that Parliament could approve or disapprove thereof, but the Government’s fate was linked with its decrees. France had not repudiated her war debts, and had- already paid large sums in interest, and would have paid more if German defaults had not forced France to shoulder the burden of her own reparations. France was determined to make future, debt payments to the full measure of her ability. Referring to the Thory negotiations M. Poincare said: “I am always ready for a rapprochement provided it accords with France’s treaties; is justified bv proofs of German disarmament, and docs not remove the war guilt from the Imperial German Government. France owed it to herself, Europe, and the world to provide distressed humanity with a less sombre future than had been the case in the past, and in this we will not fail, but I refuse to sacrifice contractual right or to slacken our vigilance,”
